To enable these institutions NABARD will extend additional refinance support of Rs. 30000 crore for meeting crop loan requirement of Rural Coop Banks & RRBs. 80  The scheme will benefit around 3 crore farmers mostly small and marginal in postharvest rabi and current kharif crops. Concessional credit through Kisan Credit Cards (Allocation Rs. 2 lakh crore)  It aims to provide farmers access to institutional credit at concessional interest rate.  Special drive will be undertaken to provide this credit to PMKISAN beneficiaries through Kisan Credit Cards.  The scheme will cover 2.5 crore farmers including fishermen and animal husbandry farmers Infrastructure logistics and capacity building measures Agri Infrastructure Fund for farmgate infrastructure (Allocation Rs. 1 lakh crore)  The fund would emphasize on development of farmgate & aggregation point infrastructure and also affordable and financially viable Post Harvest Management infrastructure.  Prevalent issues in agricultural infrastructure o Lack of adequate cold chain & Post Harvest Management infrastructure in the vicinity of farmgate causing gaps in value chains. o Focus has been on short term crop loans while investment in long term agriculture infrastructure has often not been enough. o Currently a farmer needs to travel 12 kms to reach the nearest mandi and more than 50 kms in NE India while according to the recommendations by National Farmers Commission availability of markets should be within a 5 km radius junior science refresher magazine buy.
